Constitution
of the
Student Government Association
of
Illinois Valley Community College

 

ARTICLE I - NAME

Section 1.   The name of this organization shall be the Student Government Association of Illinois Valley Community College. The symbol SGA is acceptable.

 

ARTICLE II - PURPOSE

    The purpose of the Student Government Association shall be:
     
Section 1.   To serve as the central communication source between the student body, faculty, college administration, the board of trustees, and the general public, for the suggestion and formulation of constructive plans of education, civic, athletic, and social action.
     
Section 2.   To further advance the cultural, social, academic, and co-curricular aspects of college life.
     
Section 3.   To promote school unity.
     
Section 4.   To serve as the sole, exclusive, and officially recognized governing agent for the student body of Illinois Valley Community College.

 

ARTICLE III - STRUCTURE AND DUTIES

Section 1.   The Executive Branch- The duties of the Executive Branch shall be:

a. To recommend (such) changes in the existing activities, practices, and traditions of the college and suggest (such) new activities as are deemed necessary to implement the ends set forth in Article II.

b. When the recommendations made by the SGA are approve by the college, to devise the means, such as the appointing of committees from the SGA or from the student body at large, to implement the recommendations by working in cooperation with any other committees of faculty, administrators, and board members.

c. To investigate and report on questions and suggestions referred to it by the students, faculty, administrators, Legislative Branch, and the Programming Board.

d. To accept suggestions and petitions by the students of the college, either individually or in groups, which may be submitted to the SGA at any time. Although all petitions must be given consideration, no petition, other than the Legislative Branch or Programming Board, shall obligate the Executive Branch to act, unless it is signed by one-tenth of the college’s full-time students.

e. To consider all petitions for the establishment of any new campus organization as suggested by the Legislative Branch.

     
Section 2.   The Legislative Branch- The duties of the Legislative Branch shall be:

a. To make suggestions to the Executive Branch regarding co-curricular organizations.

b. To act as a communication link between campus organizations.

c. To consider all petitions for the establishment of any new campus organizations.

     
Section 3.   The Programming Board- The duties of the Programming Board shall be:

a. To coordinate all aspects of student activities.

b. To confer regularly with the Executive Board regarding any and all student activities.

 

ARTICLE IV - MEMBERSHIP

Section 1.   To be eligible for membership on the Student Government Association, a candidate must be enrolled in at least twelve (12) credit hours, in good standing as defined in the IVCC Policy Manual, and have submitted a nominating petition, preceding his/her election, containing one hundred signatures for those running for officers and fifty (50) for all other prospective candidates.
     
Section 2.   The members of the SGA shall consist of the Executive Branch, the Legislative Branch, and the Programming Board. The Executive Branch shall consist of one (1) Freshman Director of Relations, one (1) Sophomore Director of Relations, four (4) officers including: President, Vice President, Treasurer, and Secretary, and the Student Trustee. The Legislative Branch shall consist of one (1) chairperson, who shall be the Vice President of the Executive Branch, and one (1) representative from each campus organization. The Programming Board shall consist of two (2) co-chairpersons, who shall be the Secretary and Treasurer of the Executive Branch, two (2) Sophomore Board Members, and two (2) Freshman Board Members.
     
Section 3.   Members of the SGA, who are returning to IVCC the following year, shall be elected between March 15 and April 15 of the Spring Semester.
     
Section 4.   Deadline for filing petitions for all freshman positions on the SGA shall be the end of the third full week of classes during the fall semester. The election of the freshman members of the SGA shall be held during the fourth full week of classes during the fall semester.
     
Section 5.   Meetings of the SGA shall be open to the IVCC student body and any other interested observers. However, the SGA shall reserve the right to hold closed sessions.
     
Section 6.   SGA members are expected to attend each meeting. An absence of three regularly scheduled meetings per semester, without just cause as determined by the SGA, will automatically result in a member’s dismissal from the SGA.

 

ARTICLE V - TRANSITION

Section 1.   The existing Executive Branch shall remain in office for a two (2) week period after the election of the incoming Executive Branch in the spring semester.
     
Section 2.   Within the aforementioned period, a joint meeting shall be held between the exiting Executive Branch and the incoming Executive Branch.
     
Section 3.   At the aforementioned meeting, discussions shall be held on the topics of:

a. General duties, goals, and accomplishments of the Executive Branch, as well as individual positions.

b. Membership responsibilities, the duties and goals of the entire SGA.

 

ARTICLE VI - MEMBERS OF THE EXECUTIVE BRANCH

Section 1.   The officers of the SGA-Executive Branch shall be as follows: President, Vice President, Treasurer, and Secretary.
     
Section 2.   The officers shall be of sophomore status.
     
Section 3.   The remaining three positions of the Executive Branch shall be as follows: Student Trustee, one (1) Sophomore Director of Relations, and one (1) Freshman Director of Relations.
     
Section 4.   All officers, the Student Trustee, and Director of Relations shall be elected by the student body at large.
     
Section 5.   Officers, the Student Trustee, and the Director of Relations shall begin their office with their election and end at the commencement of the transition period.

 

ARTICLE VII - DUTIES OF EXECUTIVE MEMBERS

Section 1.   The duties of the President shall be:

a. To preside at all meetings of the SGA-Executive Branch.

b. To take nominations and appoint all committees with Executive Branch majority approval.

c. To fill voting member vacancies by taking nominations and appointing new members with two-thirds (2/3) Executive Branch approval.

d. To vote only in the case of a tie.

e. To call all special meetings of the Executive Branch.

f. To confer regularly with the delegate sponsor of the SGA-Executive Branch.

g. To maintain at least one scheduled office hour each week.

     
Section 2.   The duties of the Vice President shall be:

a. To be the only member of the Executive Branch to assume the the duties of the President in his/her absence.

b. To accept all duties assigned by the President.

c. To serve as parliamentarian.

d. To serve as the chairperson of the Legislative Branch.

e. To call all meetings of the Legislative Branch.

f. To preside over all meetings of the Legislative Branch.

g. To establish a secretary of meetings for the Legislative Branch, to be appointed from the Legislative Branch.

h. To maintain at least one scheduled office hour each week.

     
Section 3.   The duties of the Secretary shall be:

a. To keep minutes at all SGA-Executive Branch meetings.

b. To maintain a record of SGA-Executive Branch members’ attendance.

c. Meeting minutes shall be typed and distributed to all members of the SGA within three (3) days of the meeting and publicly posted.

d. Agenda suggestion sheets for the next scheduled meeting shall be posted within five (5) days of the last meeting.

e. Meeting agendas shall be typed and distributed to members within two (2) full days prior to the regularly scheduled meeting of the Executive Branch.

f. To provide notification of all meetings.

g. To check the mailbox daily.

h. To serve as Co-chairperson of the Programming Board.

i. To maintain at least one scheduled office hour each week.

     
Section 4.   The duties of the Treasurer shall be:

a. To maintain a record of all incoming and disbursed monies of the SGA treasury.

b. To present a Treasurer’s report to the Executive Branch at least once a month.

c. To prepare a budget request for the following fiscal year, prior to the spring elections.

d. To serve as Co-chairperson of the Programming Board.

e. To maintain at least one scheduled office hour each week.

     
Section 5.   The duties of the Student Trustee shall be:

a. To give an advisory vote during Executive Branch votes. The vote of the Student Trustee is simply to give record of opinion based on Board feelings on the issue at hand and does not count with the majority vote.

b. Student Trustee does not count in Executive Branch quorum.

c. To report at each meeting of the Executive Branch about issues discussed at Board meetings which directly effect the student body.

d. To participate in SGA activities at the request of the Executive Branch or at will. The Student Trustee is not required to assist or participate in the activities of the SGA.

e. To maintain at least one scheduled office hour each week.

     
Section 6.   The duties of the Sophomore Director of Relations shall be:

a. To coordinate all relations between the SGA and the student body of IVCC. The SDR will report the activities and other pertinent information of the SGA to the Student Newspaper and will consult with the IVCC Director of Public Information to disburse information to the outside newspapers and radio stations.

b. To maintain at least one scheduled office hour each week.

Section 7.   The duties of the Freshman Director of Relations shall be:

a. To produce a monthly newsletter to be distributed to Administration and Staff stating the activities and other pertinent information of the SGA.

b. To maintain at least one scheduled office hour each week.

 

ARTICLE VIII - IMPEACHMENT

Section 1.   The impeachment procedure for members of the SGA shall be:

a. A member of the SGA must submit to the Executive Branch a written petition calling for impeachment, which must be read at the regular Executive Branch meeting.

b. The petitioned shall receive a written list of particulars prior to the meeting.

c. The petitioned has the right to representation before the SGA.

d. Upon receipt of an impeachment petition, the Executive Branch shall hold a closed session (which shall include all Legislative Branch members), at which the petitioner may state his case before the Executive Branch members. The petitioned shall then have the opportunity to answer all charges before the Executive Branch members at this closed session.

e. The vote for removal from office shall be taken at the closed session after a fifteen (15) minute recess. A vote of two-thirds (2/3) of the entire Legislative Branch of the SGA and two-thirds (2/3) of the entire Executive Branch of the SGA is necessary for removal.

 

ARTICLE IX - STANDING COMMITTEES

Section 1.   a. There shall be a Student-Faculty Review Committee composed of three (3) faculty members and three (3) student members. The faculty members shall be elected by the faculty-at-large, and the student members are to appointed by the President with concurrence of the Executive Branch.

b. This committee shall hear the appeals of students dealing with disciplinary action taken against them by the administration or faculty members, of which may also address the committee. This committee may agree with the disciplinary action or may suggest changes in the action taken to the proper authority.

 

ARTICLE X - NEW STUDENT ORGANIZATIONS

Section 1.   Any group of students wishing to form a new co-curricular organization at IVCC shall present to the SGA.

a. An organizational name

b. A purpose statement

c. A proposed activity schedule and proposed fund raisers

d. Proof of initial membership of at least ten (10)

e. The name of the faculty or staff member who has consented to be the group’s advisor

f. Submit a budget

g. Provide a constitution

h. Provide one (1) member of the group to serve on the Legislative Branch

     
Section 2.   Upon receiving the aforementioned information, the Legislative Branch shall vote to accept or reject the proposed organization’s bid for a charter with a majority vote. If the vote is passed by the Legislative Branch, the Executive Branch shall vote to accept or reject the proposed organization’s bid for a charter by a two-thirds (2/3) vote of the members present and voting.
     
Section 3.   If the SGA rejects an organization’s charter, it shall present a writtent statement of the reasons for its action to the proposed organization’s representatives. These representatives may reapply when they have complied with charter requirements.
     
Section 4.   The President of the SGA shall communicate the final recommendation of acceptance or rejection to the Coordinator of Student Activities and the Vice President of Student Services.
     
Section 5.   The organization will be recognized as an official campus organization during the semester in which they petitioned.
     
Section 6.   Newly established organizations will not be included into the budget or receive any activity funds until the beginning of the next fiscal year.

 

ARTICLE XI - MEETINGS OF THE SGA

Section 1.   The Executive Branch shall hold two (2) regularly scheduled meetings each month.
     
Section 2.   The aforementioned meetings will be rescheduled if the President and Vice President are unable to attend.
     
Section 3.   Quorum at meetings of the Executive Branch shall be set at four (4) voting members.
     
Section 4.   The Executive Branch shall hold one (1) meeting each month during the summer.
     
Section 5.   The Legislative Branch shall hold one (1) meeting each month, to be called by the Vice President of the Executive Branch. Each organization is expected to provide one (1) member to attend each meeting. An absence of two (2) regularly scheduled meetings per year, without providing at least 24 hour notice to the Vice President of the Executive Branch or the Coordinator of Student Activities, will automatically result in a one (1) year suspension of voting privileges and funding.
     
Section 6.   Quorum at meetings of the Legislative Branch shall be set at majority.
     
Section 7.   The Programming Board shall hold one (1) monthly meeting to be called by the Secretary and Treasurer of the Executive Branch.

 

ARTICLE XII - RATIFICATION

Ratification of the Constitution of the SGA shall be by two-thirds (2/3) vote of the SGA-Legislative Branch and three-fourths (3/4) vote of the SGA-Executive Branch.

 

ARTICLE XIII - AMENDMENTS

This Constitution may be amended by a majority vote of the SGA-Legislative Branch and a two-thirds (2/3) vote of the SGA-Executive Branch.

 

ARTICLE XIV - REVISION

Revision of this Constitution shall be authorized by a two-thirds (2/3) vote of the SGA-Legislative Branch and a three-fourths (3/4) vote of the SGA-Executive Branch.

 

ARTICLE XV - ADVISOR & VICE PRESIDENT OF STUDENT SERVICES

The SGA must have an advisor present at every meeting held throughout the year in order for the meeting to occur. The Coordinator of Student Activities shall be the advisor for the SGA. The SGA must also have the approval of the Coordinator of Student Activities and the Vice President of Student Services for the budget and all charters for new campus organizations.

 

ARTICLE XVI - RECALL

Any member of the IVCC student body, who voted in the SGA election, may declare a recall of any SGA member by gaining the signatures of twenty-five percent (25%) of the students who voted in that election.

 

BY-LAWS

Revised Robert’s Rules of Order shall be the parliamentary procedure to follow.
